16. Warship tonnage, 1880-1914


Notice how Britain and Germany each built well over a million tons of warships within 14 years during the Naval race.

By inference, we can deduce that the World's Powers still primarily viewed 'warfare' as a war on the high seas, more so than on land, just as it was from the beginnings of colonization.  Countries with oceans and seas between them and potential enemies needed ships to travel and engage the enemy.  Even to join WWI, the US needed ships to transport soldiers.
