Carl Era Whipple, former superintendent of Warren public schools, died Monday, Jan. 10, 2000, in Evans, Ga.

He was born July 31, 1903, in Edinboro, a son of the late Marcus Erastus and Nancy Luanie Alderman Whipple. A 1922 graduate of Edinboro Normal School, he attained a bachelor's degree in 1925 and a master's degree in 1930 from Pennsylvania State University and a doctorate in education from the University of Pittsburgh in 1940.  He began his professional career as assistant principal at Rouseville, Pa. High School in 1922.  He headed the science department at Altoona Senior High School from 1926 to 1930, when he became principal of D.S. Keith Junior High School in Altoona.  Dr. Whipple took a leave of absence from that position to enter the U.S. Navy in 1942, serving as education officer aboard the aircraft carrier USS Ranger from 1943 to 1945.  He was named superintendent of schools in Warren in 1949, a position held until his retirement in 1966.  He was a member of Phi Delta Kappa, Kappa Delta Pi and Kappa Phi Kappa honorary education fraternities.

Dr. Whipple was instrumental in organizing Warren County's housing authority in 1970 and served as its chairman for the first 25 years of its existence, retiring in 1995 at age 92.  As chairman, he oversaw the construction of safe, decent and affordable public housing in Warren, Youngsville and Tidioute, including Conewango Towers, Allegheny Village, Brokenstraw Center, Rouse Manor Apartments and Canterbury Court.

He was an active member of First Baptist Church in Warren, where over the years he was a member of the Diaconate and board of trustees.  He taught Quaintance Class and sang in the choir.  Dr. Whipple served as chairman of the Baptist Oil Creek Association Missionary Committee.  In 1966 and 1967 he went to India where he served as a consultant to the combined Protestant Mission Boards at Kodaikanal and Woodstock schools, assisting them in curriculum development and in gaining accreditation for their courses of instruction.  During this period, he also gave lectures in the field of education in India, Japan, and the Philippine Islands.  Later, he lectured on his experiences in India throughout the northeastern United States.  The American Baptist churches of Pennsylvania and Delaware presented him with their Church and Community Award in 1978.  He was past president and past secretary of Warren Rotary Club, past president and member of the advisory council of Chief Cornplanter Council, Boy Scouts of America and a member of North Star Lodge 241 F and AM.  He was a life member of Pennsylvania Retired Public School Employees' Association and was cited by  that organization on 1976 for his work on its behalf.  He was also a member of Warren-Forest County Retired Teachers' Association; Experience, Inc.; Northern Allegheny Conservation Association; and Warren Color Camera Club.  The Warren County Chamber of Commerce presented him with its Community Service Award in 1976.  Since residing with his daughter and son-in-law in Evans, he attended First Baptist Church in Evans.  He was made an honorary member of the Augusta West Rotary club in 1998 and was active in the Senior Center in Augusta, GA.

In addition to his parents, he was preceded in death in 1994 by his wife, Marion Elder Robbins Whipple, whom he married in 1924; a a brother, Dr. Ray O. Whipple, Lebanon, Pa., and three sisters, Sylvia M. Skelton, Edinboro, and Mable and Evelyn Whipple, both of Meadville.

Dr. Whipple is survived by a son, Caryll R. Whipple, Fairfax, Va.; a daughter, Nancy Whipple Erbland, Evans; 10 grandchildren and 22 great-grandchilldren.

Arrangements are being made for a memorial service in Warren.  Plans will be announced when available.

The family suggests memorial donations to the Dr. Carl E. Whipple Scholarship Fund, c/o the Housing Authority of the County of Warren, Attn; Jetta Bishop.
