Ephraim Ruth was born Feb 25, 1841 in Berks County, Pennsylvania.
Ephraim enlisted in Company H of the 5th Regiment of the Pennsylvania Volunteer Cavalry at Philadelphia, PA on August 10, 1861.
Ephraim files a claim for pensions on March 25, 1875. In the pension application, Ephraim states "That he volunteered at Reading in the State of Penna. on or about the 10th day of August 1861 for the term of 3 years and was honorably discharged at Portsmouth, VA on the 31 day of Dec 1863, re-enlisted same Co and Regiment. January 1st 1864 and discharged Richmond, Va. Aug 7, 1865. That while in said service in the line of his duty at Ft. Mc Grunder in the State of _________ on the 7th day of October 1864 he lost the hearing, of his right ear from concussion from heavy cannonading which then continued for four days, and for which he was treated at General Hospital, Alexandria, Va. for six weeks and that he has not served in the Military in normal service since his discharge, August 7, 1865. Samuel Fisher and Jno. Sell were identifying witnesses. Ephraim Ruth signed this application. Ephraim's claim number was 168,295.
Ephraim stated "about the month of March 1862, near Alexandria, Va., was taken sick with measles and was sent to General Hospital at Alexandria by Dr. Wm Fordate surgeon 5th reg't Pa Vol. Calvary, was in said Hospital four weeks under the treatment of Dr. Willoughby when I reported to my Regiment, but still suffering from general disability and deafness, was placed on light duty for several weeks, my deafness continued and still suffers for which I was a sound and healthy man when I entered the service, but by being exposed to cold night and damp weather, I so severely afflicted my head that I lost my hearing in hospital I was treated both for measles and loss of hearing, since that, I have been nearly deaf and it is a great loss to me in my work. April 28, 1875 Adjunct General's Office states Ephraim Ruth enrolled 10th day of August 1861 at Phila., Pa in Co. H 5th Regt of Penn Cavly Volunteers to serve 3 years or during the war. On the Muster Roll of Co. H of that Regiment for the months of Nov and Dec 1863, he is reported present. Re-enlisted as a veteran Jan. 1st 1864. Sept. and Oct. 1864 present for duty. In remark (Company was in action at Darbytown Road Va. Oct 7 1864.) Mustered out with company August 7, 1865. No evidence of disability as alleged.
May 5, 1875- Dr. James Y. Shearer claims that Ephraim was a healthy male before his service in the army. He also states that he has deafness in his right ear since his discharge from the army.
May 5, 1875 Benneville Barnhart and James Bissikemmer state that they served with Ephraim Ruth as privates and that they were under heavy fire for four days and lost his hearing of right ear from the heavy cannonading.
May 5, 1875 Surgeon's Certificate states that Ephraim's disability is permanent. He describes him as 5'4"; weight 135; complexion, brown, age 34; pulse 78; respirations 18. Applicant is deaf, hearing of right ear is very impeded and of left ear. Also a partial loss of and not to same extent. In conversation have to talk very loud when near him. He alleges it to be the result of Scarletina which he suffered from while in the service in 1862. The surgeon suggests that he should receive $4 a month.
Sept 22, 1876 The Surgeon General's Office reports that the records of the hospital to Oct 7, 1864 or of Alexandria, Va. Oct. and Nov.1864 furnish no information in the case.
A form from the Adjunct General's Office states the Muster Roll of Co. H 5th Pa Cavy for Sept and Oct 1864 reports Benneville Barnhart Sergt. and James Bissikemmer Pvt. present for duty- this regt. was serving with the army operating against Petersburg Va. During October 1864.
A December 2, 1876 form from the Adjunct General's Office states that "The rolls of Co. H 5th Pa Cavy report Ephraim Ruth Pvt. present for duty from enrollment Aug 10/61 to Muster out of service except roll for January and February 1864 which shows him absent on Veterans furlough for 30 days from Feb. 1st 1864.
December 4, 1876 in an affidavit states, "that he is the identical Ephraim Ruth who has applied for a pension claim No. 202,410. That in said application he alleged his disability was contracted at Ft. McGrunder or Grunder in about October 1864 and was caused by heavy cannonading that he now states on or about the month of February or March 1862 at Alexandria Va. He contracted from exposure which brought on from and the disease of Scarletina which he believes resulted in an affliction of his ears, as his hearing was thereafter slightly impaired, but that immediately after the heavy cannonading at said Fort his hearing became more impaired and grew worse from that time and that it was greatly aggravated by said cannonading he ---- believes. That he further states the origin of the alleged disability was properly at Alexandria, Va. And the result of said Scarletina, but that his hearing was so little impaired before the heavy cannonading at above place and date that he, when he put in his application for pension, thought it proper to give it's origin at Ft. Grunder or Grunder the result of heavy cannonading. Signed Ephraim Ruth, Jno. Sell, Justice of the Peace.
December 22, 1876 Ephraim was rejected for an invalid pension. Rejection was on account of no record and inability to furnish medical evidence to connect apparent disability with the service.
April 2, 1878 Ephraim Ruth filed a Declaration for Original invalid pension. It states "I am the identical Ephraim Ruth who was enrolled on the 10th day of August 1861 in Company H of the 5th Reg't of Pennsylvania Calvary Vol's, commanded by Captain Hess and I was honorably discharged at Portsmouth, Virginia on the 31st day of December 1863 and 1865 and (re-enlisted) and by age is now 35 years. While in the service aforesaid, and in the line of duty I received the following disability, to wit: During February 1862 while at Alexandria, Va. I was taken sick with the measles, and being exposed to cold nights and damp weather, it so severely afflicted my head that I lost my hearing. I was sent to the hospital at Alexandria and was treated both for measles and loss of hearing…that time I have been deaf and it is a great loss to me in my work. I claim a pension for total deafness which it has now become." It also states that "I have resided at Sinking Spring, Pennsylvania and my occupation has been laborer before my entry into the Service aforesaid, I was of good, sound physical health, being at enrollment a laborer and I am now much disabled from obtaining my subsistence by manual labor by reasons of my disabilities stated..." Ephraim signed this document and witnesses included J.R. Burkey and Wm A.H. Schnell. Also personally appeared Daniel Ulrich residing at Reading and Lewis Goodman residing at Reading persons whom I certify to be respectable and entitled to credit, and who being by me first duly sworn according to law, say they were present and saw Ephraim Ruth the claimant sign his name to the foregoing declaration.
In a Medical Evidence report issued by Dr. James Y. Shearer he states that Ephraim Ruth was 43 years old at the time of the examination dated November 18, 1879. He further states "I treated Ephraim Ruth for deafness and he has been under my treatment for at least two months. Since that time was under my care and treatment for a short time of the same complaint. He contracted the disease in the army as he was sound and healthy before he was in service. His deafness continued and suffers still at present very much of it, so much so that he is almost unable to perform labor.
March 18, 1880- Examining Surgeon's Certificate states that Ephraim is 5'4 1/2 " tall; weight 135; complexion, dar; age, 37; pulse 72; respirations, 18. The applicant for pension contracted measles while in the service during the late Rebellion, and has left him deaf; both ears are in the same condition his hearing is very bad, preventing him from doing manual labor. I would recommend – of ----. E.R. Scholl, Examining Surgeon.
Peter Yoh of Wernersville, states in an affidavit for Ephraim's pension claim that he served with Ephraim as a private in Company H, 5th Regiment, of Pennsylvania. He further states that he knew of Ephraim's illness and his treatment at the General Hospital at Alexandria, Virginia.
Franklin Smith of the city of Reading also stated that he served as a private in Co. H, 5th Regiment of the Pennsylvania Volunteers and knew of Ephraim's hearing loss and his inability to perform full duty on his return to the said Regiment. March 25, 1880.
January 8, 1881 Ephraim files for increase in pension. That he believes himself to be entitled to an increase of pension on account of not believing that he is receiving amount of pension he is entitled to partial deafness by sickness with measles treated in Alexandria, Virginia Hospital about the month of March under treatment four weeks then reported to his Regt. And on account of deafness was put on light duty. Witnesses were Abraham Noll and David Miller. Abraham and David are both residences of Sinking Spring, Berks County, Pennsylvania. Ephraim Ruth signed this declaration.
March 2, 1881- Examining Surgeon's Certificate measures Ephraim's hearing at 1/4 in his recommendation. He describes Ephraim as 5'4 1/2"; age 40 years, respirations, 18; pulse 72; complexion, dark. He further states that the deafness is worse. E.R. Scholl, examining surgeon.
March 2, 1881 increased pension to $4 a month.
July 18, 1883 the Surgeon's Certificate states that Ephraim is 42 years of age, weighs 145 pounds, and that his 5 feet 41/2 inches in height. His pulse rate per minute is 76, his respiration 17, and his temperature ____. He cannot hear the ticking of a watch applied against either ear, and requires very loud voice to make him hear at all, thus being severely deaf in both ears. We find him entitled to increasing rating of 1/4 of total.
Sept. 18, 1883 increase rejected.
April 3, 1884 increased pension to $8 a month.
April 19, 1884, Ephraim Ruth filed for increase in pension. He was 44 years old and resided at Sinking Spring, Berks County. Pennsylvania. The reason for increase stated, "for reason that is growing worse and thinks I am entitled to increase." Witnesses are Henry Moser of Sinking Spring and Peter M. Krick also of Sinking Spring.
Dec 10, 1884 in a Declaration for the increase of an Invalid Pension
Ephraim Ruth, aged 44 years, a resident of Sinking Spring, County of Berks, State of Pennsylvania, who, being duly sworn according to law, declares that he is a pensioner of the United States, enrolled at the Philadelphia pension Agency at the rate of Eight dollars per month, Certificate No. 168,295, by reason of disability from severe deafness at both ears. He believes himself entitled to an increase of pension on account of severe pain in the head which occurs frequently, the same continues for a period of several days at each time, after the pain subsides, my left ear becomes a running sieve, the same also continues for several days duration. The pain in my head is at time so severe when these symptoms come in that I am compelled to quit work for a certain time in each case. And on account of my disabilities as above stated, I make this declaration for an increase of my pension because I am rated entirely too low, considering my incapacity to perform manual labor. Witnessed by David L. Munderbach, of Sinking Spring and Franklin D. Ruth, of Sinking Spring (and the son of Ephraim). The document is signed by Ephraim Ruth.
Feb. 11, 1885 Medical report states that his disability is increased. He further states that "His pulse-rate per minute is 78; his respiration is 18; his temperature ______; his height is 5 feet and 4 inches; he weighs 135 pounds, and he states that he is 44 years of age." He states that "his hearing is more defective now than formerly and in addition there is pain in, and discharge from the left ear." From the physicians report it states "claimant cannot hear conversation except the words are shouted in his ears. A watch cannot be heard though held against ears. The meatus of left ear is slightly inflamed, the membrane tympani, ruptured and though there is no discharge at this examination. The left ear emits a foul odor. He is deaf in both ears to nearly a total deafness." The deafness rating is for 3/4 total deafness. E.R. Scholl M.D.
Feb 11, 1885 increased to $10 a month for nearly total deafness of both ears.
Oct. 7, 1885 increased to $12 a month.
March 24, 1886 in an Increase of Pension form the following is stated; His pulse rate per minute is 90; his respiration 20; his temperature______; his height is 5 feet 4 inches; he weighs 135 pounds; and he states that he is 45 years of age. His disability is stated as "that he is unable to obtain employment on account of his deafness. His deafness has increased and is getting worse right along." Upon examination this applicant we find the following objective conditions which, in our judgment entitle him to an increased rating: "examination with auroscope does not reveal anything abnormal in external auditory meatus. The tympanum, in both ears is normal. Examination of post nares and Eustachian tubes could not be made on account of disposition to vomit whenever rhonoscope was introduced. Cannot hear a watch tick in right ear when in actual contact, can hear watch when placed in contact in left ear. There is total deafness in right ear and approaching total deafness left ear." T.M. March 17, 1887, Ephraim made a claim for an increase in pension.
The reason for filing of an increase of pension is "that he can not be employed in any public work that he is in danger of -------ing or doing anything without a companion or one who has not the same disability as himself that he cannot fill any occupation without being in danger and hence he and his family suffer. Frank L. Miller residing at 826 Muhlenberg Street, Reading, PA was a witness. Franklin D. Ruth is also a witness residing at Sinking Spring. This Franklin D. Ruth is the son of Ephraim. Ephraim Ruth signs the form.
August 11, 1888 Ephraim filed for an increase and re-rating of his pension. Ephraim stated "In the first place, I was getting back 2 dollars per month which was entirely too low, for the reason since my deafness. I am not able to do any kind of work on account of the inconvenience of holding conversations in regard to the work to be performed by a day laborer. On that account I am very often deprived of a days work, which would not be the case, had I my good hearing- Therefore I think I am entitled to a re-rating and increase." Frank L. Miller of 109 Jefferson Street, Reading signed the declaration as a witness. John Denshaw also signed the declaration however on the second page, the name listed is William Emore as a witness residing at 211 West Buttonwood, Reading. Ephraim Ruth signed the declaration.
Aug 27, 1888 increased to $27 a month.
In a document from the Department of the Interior, Bureau of Pensions, an interview was conducted with Ephraim Ruth. Date of reply, May 3rd, 1889.

December 30, 1889 made a Declaration for Re-rating of an Invalid Pension. Ephraim states "My opinion is that Dr. Scholl, the examining doctor at Reading in my application for original pension rated me too low being only $2.00 per month and at that time, my hearing was over 1/2 to say one ear nearly deaf. Again others, I will name one John Dunkelberger who also lost his hearing pastly, and made application about the same time I did, he the said, Dunkelberger was granted $8.00 per month from the date of his discharge, and my deafness, at the time was as bad if not worse then the said Dunkelberger's, so that I think I have not been justly dealt with. I have a certificate from Doc. Wm. C. Todd, my Regimental Surgeon, stating that about the moth of March 1862, I was taken with measles and sent by him (Todd) to General Hospital at Alexandria Va. At which place I was under treatment for 4 weeks when I reported to Regiment but suffering from general debility and deafness was placed on light duty deafness continued. Ephraim's address is listed as Sinking Spring, Berks County, Pennsylvania. The witnesses were Daniel Ulrich, residing at 257 Penn Street, Reading, Berks Co., PA and Francis Palm residing at 316 S 3rd St. Reading, PA.
March 19, 1891- Ephraim was rejected for increase in pension.
Nov. 20, 1897 filed for an increase and addition to Invalid Pension. Ephraim Ruth, aged 57 years of Sinking Spring, Berks County, Pennsylvania stated that his pension is unjustly low and disproportionate to the degree of disability being the result of service disability being total deafness of both ears. He further claims that injustice had been done to him in or about the year 1868 when his pension was increased to the $12.00 per month and also from August 27th 1888 to 1897 he claims an addition and increase of Pension in account of his rating being unjustly and disproportioned to his degree of disability. The attorney listed is Benjamin Dry of No. 31 Reed Street, Reading, PA. The witnesses are Joshua Ruth and John Giles. Ephraim Ruth signs this document.
September 4, 1898 He, Ephraim Ruth, currently receives a pension of 27 dollars per month. He makes the following statement upon which he bases his claim for increase. He alleges that he is unable to hear anything without great difficulty. In the Surgeon's Certificate the following information can be retrieved.
We hereby certify that upon examination we find the following objective conditions: Pulse rate, 78 (sitting) 86 (standing) 99 (after exercise), respiration 18(sitting) 18 (standing) 22 (after exercise) temperature 98 2/5, height 5 feet 4 inches, actual weight, 160 pounds; age 58 years. "We find that the claimant is suffering with nearly total deafness of both ears. Claimant is unable to hear any loud conversation with either ear at a distance of two feet, but can with difficulty hear loud conversation with either ear at a distance of one foot. Examination of his ears with speculum shows the membrane to be dull and lusterless. He also suffers with now pharyngear catarrh. His tonsils are enlarged and the mucous membrane of the pharynx is very much swollen and congested and is covered with a copious muco-purulent discharge. The orifices of the Eustachian tubes are extremely difficult to find and when found are found to be much contracted. We recommend a 27/30 rating for his condition or nearly total deafness of both ears. No other disabilities of whatever kind are found to exist. His heart is perfectly normal. Apex in fifth interspace readily seen and palpated. No murmurs. Area of dullness normal in dilatation \. Hearts action is strong and vigorous. His urine is normal 1020sp gr. Acid, amber, color, contains no albumen or sugar. No vicious habits evident.

On the 12th day of March 1903, Ephraim Ruth filed a Declaration for Increase of an Invalid Pension. He stated that he was 63 years of age of Berks County, Pennsylvania. His disability is listed as "nearly total deafness of both ears." Ephraim goes on to describe how he contracted this deafness while in the army. While at or near Alexandria, Virginia, in 1862 he contracted deafness from measles. He stated, I took a severe cold before the measles broke out which cold was caused by getting wet while on a march. Now, as age advances, it is getting worse. Ephraim also mentions that when "I take a little cold, I am entirely deaf for several days." The persons bearing witness to this report were William F. Krick and Anna M. Clauser. William Krick and Anna M. Clauser reported that they have known Ephraim Ruth for thirty years. They both resided at Sinking Spring, Berks County, Pennsylvania. The Declaration was signed by Henry S. Clauser, Justice of the peace.
James Y. Shearer examined Ephraim Ruth on March 19, 1903 in connection with his filing for an increase in his pension. James Shearer has been a physician for forty-four years at the date of this document. He writes; I examined Ephraim Ruth on the 19th day of March 1903 and I found from my examination that the said soldier is almost totally deaf in both ears. He is entirely deaf in his left ear, and he hears very little in his right ear. This is certainly a great annoyance to him. His eyes are exceedingly weak and he has some sight in his left eye, but he sees very little in his right eye. The said soldier is also suffering of chronic Rheumatism at times, and which has a tendency to weaken his eyes. The said soldier is also afflicted with attacks of bleeding piles which sometimes give him a great deal of pain and discomfort. The said soldier is also suffering of stomach vertigo which annoys him very much. The said soldier is 63 years old, and he is getting weak and feeble from all his ailments he is suffering. The claimant is therefore unable to perform any manual labor at all. I treated him for Rheumatism at times and for his bleeding piles. I further declare that this affidavit was written by myself on the 19th day of March 1903 at Sinking Spring, Berks County and State of Pennsylvania. In making the statements of this affidavit, I did not use, and was not aided or prompted or dictated by any other person and not attached as an exhibit to this testimony.
Ephraim died on April 5, 1903. The report from his pension file reads as follows; On this 23rd day of May A.D. one thousand nine hundred and three personally appeared before me a Justice of the peace in and for the County and state aforesaid James Y. Shearer M.D. aged 66 years a resident Sinking Spring Berks County and State of Pennsylvania, who, being duly sworn according to law declares that he knew Ephraim Ruth for thirty five years. I do declare that the said soldier died on the 5th day of April 1903. and that no public record exists and therefore the family off the said Ephraim Ruth is unable to furnish a copy of the same. I further declare that Ephraim Ruth was hurt on the 1st day off April 1903, a market wagon was driven over him the wheels of which passed over his chest and abdomen during the accident he was bruised internally in his chest and abdomen and from its result he took his bed on the 4th day of April and was rational at this time as he could speak but with great difficulty and 12 o'clock midnight he was unable to speak and was unconscious. On Sunday morning April 5th I was called in when I found that he was suffering Peritonitis as his abdomen was very much swollen and sensitive with high pulse (140) per minute, could not take medicine and nourishment at all- he died 5 minutes of 12 o'clock midnight on 5 day of April 1903. I further declare that this affidavit was written by myself. Witness present Henry S. Clauser. Signed James Y. Shearer.
On April 15, 1903, Ann Eliza Ruth filed for a Declaration for Widow's pension. She was fifty-five years old. In the claim, she does not list any children under her care, however it does state that "she has an idiotic son, James E. Ruth, aged 23 years who is paralyzed on one side. Attested by Adam S. Fisher and William Slonecker. Anna Eliza Ruth's claim number was 782,718.
April 30, 1903 the Commissioner of Pensions stated that Ephraim Ruth was last paid at $27 to Feb. 4, 1903 has been dropped because of Death, reported by the Hon. Commissioner of Pensions.
May 23, 1903 Anna Eliza Ruth provided information for a claim for pension. Personally came before me, a Justice of the peace in and for aforesaid County and State, Ann Eliza Ruth, residing at Sinking Spring, County of Berks, State of Pennsylvania, who, being duly sworn, declares in relation to the aforesaid case as follows: "I had never been married before my marriage with said Ephraim Ruth, the soldier, and, I further state that the soldier, Ephraim Ruth, my husband, had not been previously married," Signed by the Justice of the Peace, Henry S. Clauser. Witnesses present, C.B. Null and Mattie B. Null. "X" her mark, Ann Eliza Ruth.
In another document dated May 23, 1903, H. Mosser states, "This certifies that the pastoral records of the Rev Charles Augustus Pauli are in my possession and the following date, names and facts are correctly copied from the same. Ephraim Ruth, lower Heidelberg and Eliza Whitmoyer, Bern, were married Dec 3rd 1865 by the Reverend Charles Augustus Pauli. Given at the parsonage, 611 Washington Street. H. Mosser from the First Reformed Church, Reading, PA.
May 23, 1903, Adam S. Fisher and William Slonecker, also listed below, aged 59 years and 72 years, respectively stated " we, hereby certify that we are neighbors of the claimant in the above case and hereby state that the claimant lived with the soldier, Ephraim Ruth, to the date of his death. We, also further certify that the claimant has not remarried since the soldiers death or the fact would be known to us. We know the said family for 35 and 17 years respectively.
Anna Eliza Ruth made a claim for Ephraim's pension. Adam S. Fisher, residing at Sinking Spring and William Slonecker also residing at Sinking Spring stated that they have known Anna Eliza for 35 and 17 years respectively. This claim was filed on June 17, 1903.
Also on June 17, 1903, Adam S. Fisher, aged 59 years, and Cyrus A. Ruth, aged 67 years, both residing at Sinking Spring stated "We have known the soldier Ephraim Ruth for 40 years and 45 years respectively. We have lived together as neighbors and during the time before his marriage to the claimant, Ann Eliza Ruth, we have no time lived more than two miles apart and can therefore testify that the said soldier had not been previously married or the fact would have become known to us.
On July 17, 1903 Ann Eliza in a claim for a pension states "I have no property, either real, personal, or mixed neither do I have any interest in any property or investment, I have no income of any kind as my boys support me. No person or persons are legally bound to provide for my support. The soldier Ephraim Ruth's life was insured for Sixty dollars which I used to pay the funeral expenses of the soldier, Ephraim Ruth. Witnesses were Charles H. Wagner and James W. Weiser.
Also on July 17, 1903 James W. Weiser, aged 30 years, residing at Sinking Spring and Harry B. Yoh, aged 32 years, residing at Sinking Spring, County of Berks declare; "The claimant Ann Eliza Ruth had no property of any kind since April 17, 1903 as she lived in a tenant house and depends upon her two boys for support. They, paying the rent, groceries, and butcher bill. She has no income of any kind.
In another statement, Albert S. Yochom states "I do hereby certify that no taxable property was borne on the rolls. In the name of Ann Eliza Ruth, the claimant for a pension of the soldier, Ephraim Ruth, since I am assessor which of for the last 16 years, nor the year 1903. I further state that I have known the Ruth family for 30 years and during this time they never had any taxable property, given under my had and seal this 17th day of July A.D. 1903.
July 18, 1903 James Y. Shearer, aged 66 years, residing at Sinking Spring and Benjamin Y. Shearer, aged 54 years, residing at Reading stated "We are both acquainted with Ann Eliza Ruth, the said claimant, that we have known her for upwards of 40 years- before she was married, and at the time when she became of a marriageable age; that she got married to said Ephraim Ruth and that she had not been married before her marriage to said Ephraim Ruth." Signed James Y. Shearer M.D. and Benjamin Y. Shearer, Atty.
August 10, 1903 Certificate division approved pension to be paid to the widow of Ephraim Ruth. It was mailed to her on August 13, 1903. She received a lesser pension due to Ephraim's death being caused by something other than his disability caused from the war.
Anna Eliza Ruth completed a form for an Increase in Invalid Pension on August 6, 1903. She was rejected for an increase on September 8, 1903.
The United States Pension Agency reported a pensioner dropped on January 5, 1904. It states that the above named pensioner, Anna Eliza Ruth, was last paid at $8 to Nov. 4, 1904, has been dropped because of death, on December 4, 1904.
